The “I’m Not Actually a Geek” blog says:

“I don’t talk about hard core tech stuff like php or dojo, but I do enjoy exploring the functionality of apps and thinking about their business aspects”.

I think of myself as a bit of a techy person, but I don’t write code or fiddle about with the innards of servers or anything; I just enjoy using lots of computery stuff, and like to see how it could make life easier or more interesting.

Thought the above quote was a good summary of what us tech-lite types are into. There should be a word for people who enjoy using this stuff rather than making it though - “hacker” or “techy” don’t seem sufficient.
